Egipto recibe cien solicitudes privadas para legalizar piezas arqueológicas

El Cairo. (EFE).- Egipto ha recibido cien solicitudes de particulares para legalizar restos arqueológicos en su poder, de los que el ochenta por ciento son auténticos, en un proceso facilitado por una nueva ley que entró en vigor hace seis meses. "El resultado ha sido verdaderamente inesperado", dijo el director de la Administración de la Colección Arqueológica, Husein Basir, en una entrevista con el semanario en inglés del diario estatal Al Ahram.

The Web Means the End of Forgetting

Four years ago, Stacy Snyder, then a 25-year-old teacher in training at Conestoga Valley High School in Lancaster, Pa., posted a photo on her MySpace page that showed her at a party wearing a pirate hat and drinking from a plastic cup, with the caption “Drunken Pirate.” After discovering the page, her supervisor at the high school told her the photo was “unprofessional,” and the dean of Millersville University School of Education, where Snyder was enrolled, said she was promoting drinking in virtual view of her under-age students. As a result, days before Snyder’s scheduled graduation, the university denied her a teaching degree. Snyder sued, arguing that the university had violated her First Amendment rights by penalizing her for her (perfectly legal) after-hours behavior. But in 2008, a federal district judge rejected the claim, saying that because Snyder was a public employee whose photo didn’t relate to matters of public concern, her “Drunken Pirate” post was not protected speech.
When historians of the future look back on the perils of the early digital age, Stacy Snyder may well be an icon. The problem she faced is only one example of a challenge that, in big and small ways, is confronting millions of people around the globe: how best to live our lives in a world where the Internet records everything and forgets nothing — where every online photo, status update, Twitter post and blog entry by and about us can be stored forever. With Web sites like LOL Facebook Moments, which collects and shares embarrassing personal revelations from Facebook users, ill-advised photos and online chatter are coming back to haunt people months or years after the fact. Examples are proliferating daily: there was the 16-year-old British girl who was fired from her office job for complaining on Facebook, “I’m so totally bored!!”; there was the 66-year-old Canadian psychotherapist who tried to enter the United States but was turned away at the border — and barred permanently from visiting the country — after a border guard’s Internet search found that the therapist had written an article in a philosophy journal describing his experiments 30 years ago with L.S.D.
According to a recent survey by Microsoft, 75 percent of U.S. recruiters and human-resource professionals report that their companies require them to do online research about candidates, and many use a range of sites when scrutinizing applicants — including search engines, social-networking sites, photo- and video-sharing sites, personal Web sites and blogs, Twitter and online-gaming sites. Seventy percent of U.S. recruiters report that they have rejected candidates because of information found online, like photos and discussion-board conversations and membership in controversial groups.

Ministers to trim DNA database

Ministers are to trim up to 850,000 DNA profiles from the current total of 4.5m on a national database after a court ruled innocent people must be removed.
Those arrested, but later released or acquitted, will have their profiles wiped after between six and 12 years.
Officials warned the changes could reduce the number of crimes solved.
But opposition parties accused the government of "giving as little as possible" in response to the European Court of Human Rights judgement.
Last year the court ruled that the database in England and Wales' was illegal - unlike Scotland's which was deemed "fair and proportionate".

The court said rules allowing police to keep everyone's profile on store were blanket and indiscriminate because they did not differentiate between criminals, the severity of their crimes and innocent people who had never been convicted of an offence.
Current practices in England, Wales and Northern Ireland allow police to retain a numeric genetic profile of everyone arrested for a recordable offence - regardless of whether they are charged or convicted.

Manchester launch for ID cards. 'Big Brother'

Manchester will this autumn become the first city where people can sign up for an ID card, Jacqui Smith has said.
Anyone over 16 in the city with a UK passport will be able to apply for a card from the Home Office.
The home secretary's speech signals her determination to push ahead with the cards, which will initially cost £30, despite opposition.
The Tories and Lib Dems want the £5bn scheme scrapped, while some Labour MPs have expressed doubts about its cost.
People in Manchester who want an ID card can register their interest on the Directgov website.

The government is planning to get around a European court ruling that condemned Britain's retention of the DNA profiles of more than 800,000 innocent people by keeping the original samples used to create the database, the Guardian has learned.
A damning ruling last December criticised the "blanket and indiscriminate nature" of the UK's current DNA database - which includes DNA from those never charged with an offence - and said the government had overstepped acceptable limits of storing data for crime detection.
Last month the home secretary, Jacqui Smith, said she would publish a white paper setting out "a more proportionate, fair and commonsense approach", but she has not given any indication whether DNA samples already obtained would be destroyed. However, Home Office sources said the government, which was given three months to respond to the ruling, has "no plans" to destroy samples of DNA.

La Guardia Civil se encuentra en pleno proceso de renovación y digitalización de su sistema de archivo y cotejo de huellas dactilares. En unos meses, los agentes de Criminalística del Instituto Armado dispondrán de una base de datos con más de un millón de muestras.
El presupuesto para la renovación de estos archivos es de unos cinco millones de euros. Según ha podido saber El Confidencial Digital, la Dirección General de la Guardia Civil lleva varios meses trabajando en este proyecto en el que, además del millón de huellas dactilares, se están actualizando las más de 50.000 muestras de ADN que están en poder de la Benemérita.

President Nicolas Sarkozy faced an embarrassing split in his Cabinet today over a computer system that a new French internal intelligence service will use to spy on the private lives of millions of law-abiding citizens.
Hervé Morin, the Defence Minister, broke government ranks to side with a growing revolt against Edvige, an acronym for a police database that will store personal details including opinions, the social circle and even sexual preferences of more or less anyone who interests the State.
Edvige, which is also a woman's name, was created by decree in July to store data on anyone aged 13 or above who is "likely to breach public order".

Un proyecto del Estado francés para crear un gran fichero con información personal de individuos mayores de 13 años generó una creciente ola de críticas y reclamos, incluso de ministros y aliados del presidente Nicolas Sarkozy.
En respuesta a la polémica generada por la iniciativa denominada "Edvige", Sarkozy exigió la revisión de la propuesta, que fue aprobada por decreto en julio y que apunta a construir una base de datos digital sobre personas que el gobierno estime de interés o que entienda que pueden alterar "el orden público".
Pese todo, el proyecto sigue en marcha.

Se trata de un superarchivo policial que aspira teóricamente a custodiar el bienestar de la ciudadanía, pero la versión angélica y bienintencionada del proyecto desafina con otras cuestiones inquietantes en el éter parisino. ¿Están los franceses bajo sospecha? ¿Se restringe sus libertades a propósito de la base de datos? ¿Es acaso la criatura 'Edvige' la tapadera de una Gran Hermana con poderes, intenciones y límites extraordinarios?.

El presidente francés, Nicolás Sarkozy, ha pedido al ministro de Interior, Michele Alliot-Marie, que revise el proyecto de elaboración de una base de datos de delincuentes. El archivo Edvige, que contiene información de personas susceptibles de alterar el orden público y que podría incluir información sobre la salud y la orientación sexual, ha suscitado una gran oposición desde que se aprobara el pasado mes de julio sin muy buen recibimiento.

Por eso, este ecuatoriano de Guayaquil que reside en Madrid no dudó en destinar los 4.200 euros que tenía ahorrados para pasar por el quirófano y así "llamar menos la atención" por la calle. Ahora, está encantado con el resultado. "Me ha quedado muy bien", comenta Cuzco, que, con la boca pequeña, cita entre los motivos de la intervención a la que se sometió hace cuatro meses un ligero desplazamiento del tabique nasal.

El nombre de Tony King no estuvo nunca registrado ni en la base de datos de la Policía Nacional ni en la de la Guardia Civil. Los agentes, amparados en la ley, no lo estimaron oportuno. Éste no es el único problema que se deriva de una norma en la que prima la privacidad.

La ley española, una de las más restrictivas de Europa, prohíbe la elaboración de listas con datos personales sin no se cuenta con el expreso consentimiento del afectado. La única excepción son los ficheros de las fuerzas y cuerpos de seguridad del Estado. En éstos no es necesaria la autorización expresa de la persona en cuestión.
La norma, sin embargo, sólo permite incluir nombres y apellidos cuando "resulten necesarios para la prevención de un peligro real para la seguridad pública o para la represión de infracciones penales". La ley también señala que los agentes tienen que estar realizando una "investigación concreta" para incluir el nombre de determinadas personas en un fichero policial.
